A decal or temporary parking pass is required for any and every vehicle parked on-campus, including but not limited to: resident and non-resident students, University faculty or staff and visitors.

Visitors can obtain a temporary permit  free of charge from the Parking Services office during regular business hours, or from Campus Police outside of those hours. A visitor is designated as anyone who is neither a student, faculty or staff member of the CNU community. Information regarding Visitor parking is available in the Visitor section.

Student, faculty, and staff decals are valid for the entire span of the academic year.

Decal Designations

The Parking Services Office (hereinafter referred to as PTS) will begin decal enforcement on the first day of the academic year.

Designations for all students, faculty or staff are:

  • Day Student: Non-resident students
  • Main Campus Resident: Resident students living on the main-campus in either James River Hall, Potomac River Hall, York River Hall, Santoro Hall or Warwick River Hall
  • East Campus Resident: Resident students living on the east-side of campus in Greek Village, CNU Apartments and CNU Landing
  • Village Resident: Resident students living in the CNU Village
  • Faculty and Staff: Instructional, administrative, classified or hourly employee of CNU

Decal Colors

Each decal is designated by sight by the decal number and the color of the outermost border of the decal sticker.

Decal purchases

Decals are on sale beginning no less than a week before the start of each academic semester.  Decals expire on August 1st of each year.   Each year a completed decal registration form is required for new and returning students and/or faculty and staff. 

Decals purchased at the beginning of the fall semester must be purchased for the entire academic year; fall semester only passes are not available. For students planning on graduating in December, there is an appeal process to obtain a refund, equivalent to one semester’s decal fee of that academic year.

Resident and Day Students - Students who wish to park in University facilities must:

  • Purchase a University decal
  • Complete decal registration form
  • Present vehicle registration (expired registrations will not be accepted)
  • Drivers license (expired drivers license will not be accepted)

Vehicle registration and drivers license copy are acceptable.

Resident students are allowed to register one vehicle only. Day students may register up to (2) two vehicles at no additional charge, additional vehicle thereafter $20 (vehicle registration per registered vehicle is required).

Faculty / Staff - Faculty and staff members who wish to park in University facilities must:

  • Purchase a University decal
  • Complete decal registration form 
  • Present vehicle registration (expired registrations will not be accepted)
  • Present drivers license (expired registrations will not be accepted)
  • New Faculty/Staff must obtain CNU ID card before decal purchase

Faculty and staff members may register up to (2) two vehicles at no additional charge, additional vehicle thereafter $20 (vehicle registration per registered vehicle is required).

Payroll Deduction is only available for full-time and hourly employees.

Adjunct Faculty - Adjunct faculty must adhere to the first (4) four requisites above, and must:

  • Present contract (required with every semester renewal) for decal or parking pass purchase determination.  **See decal prices for details.

Payment by payroll deduction is not available to adjunct faculty. 

Vehicle registration, drivers license and contract copy are acceptable.

Vehicle registration original will not be kept, it is only necessary for proof of documentation and indication that the vehicle(s) are either registered at the same address or to a person with the same last name.  Expired vehicle registrations will not be accepted.  

 Important:

  1. Display decal immediately upon purchase and/or arrival on campus and park in the decal designated lot.
  2. Decals are NOT transferable.
  3. All decals must be purchased through the Parking Services Office.
  4. Any decal received as a gift or transfer from one vehicle to another is not valid and subject to receive a citation.

Purpose and Application
These regulations have been prepared for the safety and convenience of those who operate vehicles on campus, in compliance with § 46.2-1228 of the Code of Virginia. The University cannot guarantee a parking space in a convenient area but there is adequate parking available. The University does not assume responsibility for the care or protection of private motor vehicles or their contents. Personal belongings should not be left in the vehicle.

 

Decal Display and Placement
Decals, with the exception of Temporary Permits, are to be affixed to the outside of the driver side rear window/bumper.

CNU Decal Placement

Taping the decal to the inside or outside of the windshield or bumper is not permissible. Decals displayed improperly will constitute an "Improper Display" violation.  Vehicle registration is not complete until the decal is properly displayed.  Only 1 decal can be displayed per vehicle (i.e., do not display a student and faculty/staff decal).  Display the decal immediately upon purchase and/or arriving on Campus and park in the decal designated lot.

Temporary Student or Faculty/Staff Parking Passes
If a student, faculty or staff member who has a current valid decal on his/her vehicle is operating a vehicle other than the permitted one on campus, he/she can obtain a temporary pass for the substitute vehicle at no additional charge once providing PTS with proof of identification and the vehicle registration.

The pass will be valid for a period of no more than two weeks, and is valid only for the lots, which your regular decal is valid. Members of the CNU community that have chosen not to purchase a decal, may obtain a temporary pass at the cost of $4.00* a day, for no more then a two week period, only ONCE during the academic year.

Outside of those two weeks, the operator of the vehicle is responsible for purchasing a regular decal if he/she desires to park on-campus. Failure to do so will result in being cited for "No Valid CNU Decal".

Temporary passes for students, faculty or staff can only be obtained from the Parking Services Office (Mon- Fri 8 a.m.-5 p.m.)

Visitor Parking

Visitors to the University need to obtain a pass for any and all times they plan on parking on-campus.   A visitor to the University is defined as a person who is neither a student, faculty or staff member at Christopher Newport University.

Students, faculty, or staff members under no circumstances are considered visitors to the university at any time.

Any student, faculty, or staff member found in these spaces will receive a citation for parking in a "Visitor Space" in the amount of $250.00.

 Visitors to the University can receive a temp pass:

  1. For no cost.
  2. For a period of no more then 3 (three) days at a time.
  3. For himself/herself, but no others.
  4. Pass allows visitor to park in Visitor spaces (located in Lot C), Student and Faculty/Staff lots.

To obtain a valid visitor pass, visitors will need to bring the following:

  1. Proof of identification (driver's licenses, non-CNU ID card).
  2. Vehicle information: make, model, color, and license plate.

Pass may be obtain from  Parking Services Office (Mon- Fri 8 a.m.- 5 p.m.)  or University Police (everyday 24 hours a day).

If you receive a citation for "No Valid CNU Decal" while visiting the University, please refer and follow the instructions in the back portion of the citation.

Admission Office Parking
These spaces (Lot B) are designated specifically for visitors to the Admissions Office. Signs are posted indicating that these parking spots are "Admissions Visitor Parking". Any student, faculty, or staff member found in these spaces will receive a citation for "Parking in a Visitor's Space".

Freeman Center Visitor Spaces
These spaces are designated specifically for paying members of the Freeman Center. Signs are posted indicating that these parking spots are "Freeman Center Hangtag Only". Any student, faculty, or staff member found in these spaces will receive a citation for "Designated Space".

Mariners' Museum Visitor Spaces
These spaces are designated specifically for patrons visiting the Mariners' Museum Library inside the Paul and Rosemary Trible Library. Signs are posted indicating that these parking spots are "Visitor Parking for the Mariners' Museum Library." A special pass must be obtained from the front desk of the Mariners' Museum Library. Any student, faculty, or staff member found in these spaces will receive a citation for "Designated Space".

Disabled / Abandoned Motor Vehicles
In the event a motor vehicle becomes disabled, notify Campus Police (594-7053)  and Parking Services (594-7129) immediately. Emergency call boxes are located in parking lots throughout campus for your convenience. A disabled vehicle decal will be issued, valid for not more than five days. Vehicles left unattended for a period of, or in excess of, five days may be subject to removal at the owner's expense. The university assumes no responsibility for the protection of, or any damage to, such vehicle.

Removal of Motor Vehicles
The campus police chief reserves the right to remove any vehicle from the campus grounds. Illegally parked vehicles may be towed or a boot may be applied without notice to the owner. The cost of such removal and storage and any penalties shall be charged against the owner of the vehicle.

Loading Zones
No parking is permitted in areas designated as loading zones except for vehicles being loaded or unloaded. Vehicle emergency flashers must be flashing.
Note:
  Yellow curbs and brick paved areas are not considered loading/unloading zones.

Handicapped Parking
Parking in spaces designated as, "Handicapped Parking" is limited exclusively for those people with handicapped pass obtained through the Department of Motor Vehicles. Handicapped Faculty/Staff and students parking in these spaces must also display a valid CNU decal. Persons incurring a temporary handicap must obtain the correct pass from the Virginia Department of Motor Vehicles.

Business and Technology Center (BTC) Parking
There are a limited number of Faculty and Staff parking spaces at the BTC. Each valid parking space is marked "CNU", all other spaces are prohibited. Students are allowed to park in the designated spaces after 5:30 p.m.

CNU Village Retail Lots
Members of the CNU community are not permitted to use these lots unless they are using the services of the businesses.

Residential Parking
(Santoro Hall, York River Hall, James River Hall, Potomac River Hall, CNU Apartments, Greek Village, CNU Landing, Warwick River Hall, and CNU Village):

Residents MUST have a valid parking decal to park in their designated areas of the campus. As a resident, YOU are responsible for notifying your visitors as to where they may park. Visitors must obtain a Temporary Parking Pass from Parking Services or Campus Police before parking anywhere on campus.

Open Parking
All lots are open  5:30 p.m. - 7:30 a.m. except East Campus lots (CNU Apartments, CNU Landing, Greek Village and CNU Village).
 

A decal is still required during open parking times. Visitor, University Police, Reserved and Handicapped parking are restricted everyday, 24 hours a day.

Special Events
Special Event Parking: Throughout the year there are several University sponsored events which require a comprehensive parking plan (examples are: graduation, football games, job fairs, etc.).

Parking Services will attempt to minimize parking changes throughout the year and will provide information and signs to notify of the lot closures/relocations in a timely fashion.

Vehicles are required to move from the lot by the deadline. Any departments planning events that will involve multiple visitors to the campus, must notify Parking Services (594-7129) two weeks prior to the event date.

Departments who have guest speakers can pick up a temporary parking pass in advance with the guests' following information: name, date of event and vehicle information.

Policy: The person listed on the registration of the motor vehicle shall be held responsible for parking citations regardless of who may be driving the vehicle at the time of the violation, in compliance with § 46.21237 Code of Virginia.

Payment of Fines
Fines may be paid at the PTS Office by check, money order, Visa, MasterCard, American Express, Discover Card, Captains Cash or with cash; coins will not be accepted.

Note:
Parking fines paid within 24 hours (one working day) will be lowered to one-half the original fine (except no valid CNU decal, boot removal fee, false or stolen decal, and parking in a handicapped space).
  • Unpaid fines (three or more) or multiple violations of traffic regulations may result in the suspension of parking privileges, or booting of the vehicle
  • Payment of one fine does not clear fines for previous violations.
  • Parking holds will be placed on student accounts after 30 calendar days, or at the discretion of Parking Services.
  • A letter will be sent for all unpaid tickets after 30 days. A final letter will be sent for all unpaid tickets after 60 days.
  • Parking fines unpaid at the end of 120 days will be sent to a third party collection agency and submitted to the Virginia Tax Debt-Set-Off Department.

Parking Appeals
The University provides a structured means to appeal citations. An appeal must be initiated within seven (7) days of the date on the citation. Please see the FAQ section for more details. Please make sure the address and phone numbers you list are complete, accurate, and legible. The Parking Services Office cannot be held responsible if you fail to receive your appeal notice under these circumstances. Remember to notify Parking Services of any address changes.
