Virginia In-State Tuition Rates Requirements

Students who believe they qualify for in-state tuition rates must complete the Application for In-State Tuition Rates as part of their application for admission. Eligibility for in-state tuition rates is determined by the residency status of the students’ parent or guardian.

Permanent Residents and Non-U.S. Citizens

Permanent residents and non-U.S. citizens are eligible to receive in-state tuition rates if at least one of the student's parents has a valid green card or a valid visa determined eligible by the State Council of Higher Education for Virginia (SCHEV). Students must submit a copy of their parent’s valid green card or valid immigration documents as part of the Application for In-State Tuition Rates.

Undocumented

U.S.-born students with undocumented parent(s) are not eligible to receive in-state tuition rates. These students will pay out-of-state tuition rates unless they can provide documentation that one of their parents has a current valid legal status.

Deferred Action for Childhood Arrivals (DACA)

DACA students are eligible to receive in-state tuition rates if the DACA student has a valid I-797 form indicating their I-821D Application for Deferred Action for Childhood Arrivals has been approved. This I-797 form confirms DACA approval.
