Christopher Newport President William Kelly announced that Larry ”Chip” Filer will be the University’s Vice President for Facilities and Campus Operations. Filer most recently served as Norfolk’s City Manager.
“Chip is exceptionally qualified and deeply experienced and will bring great energy to this important position,” Kelly said.
Filer will provide guidance, supervision, and oversight to the Offices of Facilities Management, Capital Outlay, Campus Police, Emergency Management, Environmental Health and Safety, and Grounds. The Emergency Management Department and Police Department will begin reporting to Filer effective July 1.
Filer earned his undergraduate degree from Westminster College and his master's and doctorate from the University of Kentucky. He served as an assistant and associate professor of economics at Old Dominion University and then chaired the Economics Department prior to being named Associate Vice President for Entrepreneurship and Economic Development. He was appointed Norfolk City Manager in 2019, serving until 2023 and overseeing a budget of more than $1.5 billion and over 5,000 employees.
Filer began his tenure at CNU on April 8, 2024.
